이 연구는 다문화교육의 개념과 내용 체계를 재조명하여 그동안 다문화이해교육으로 인식되어 온 다문화교육이 그 본질에 맞게 다문화인권교육으로서 재정립되어야 함을 제기하였다. 최근 다문화교육과 인권교육의 관계에 대한 관심이 증가하면서 ‘다문화인권교육’이라는 용어가 등장하였다. 이 글에서는 미국에서의 다문화교육 논의를 중심으로 다문화교육의 발달 과정과 내용요소를 살펴봄으로써 다문화교육이 형성 과정에서부터 다문화인권교육이었음을 살펴보았다. 이에 따라 다문화인권교육의 개념을 명료화하고 한국의 현실에서 다문화인권교육이 나아가야 할 방향성에 대해 제시하였다. 연구 결과 다문화인권교육은 다문화역량뿐만 아니라 다양한 문화적 차이에서 기인하는 일제의 차별적 요소를 예방하기 위한 인권감수성을 증진하고자 하는 교육과정의 개혁이다. 이에 따라 다문화인권교육은 첫째, 일반적 차별금지로서 차별금지 사유를 확대하는 방향으로 나아가야 한다. 둘째, 인권의 사각지대까지도 실질적 교육권이 보장되어야 한다. 셋째, 문화적 소수자에 대한 반편견 교육으로서 역할을 해야 한다. 넷째, 학생 일반에 대한 다문화인권교육으로 나아가야 한다. 다문화인권교육의 이러한 방향을 통해 다문화이해교육에 머물렀던 다문화교육 담론의 협애화를 극복하고 다양한 문화적 차이에 의한 차별을 예방하기 위한 인권감수성을 증진시킬 수 있을 것이다.
This study argues that multicultural education should be reestablished as human right and multicultural education beyond multicultural understanding education based on historical foundation of multicultural education and its goal, conceptualization, and contents. Today, as a term, human right and multicultural education, has appeared, there is a growing interest in connection between multicultural education and human right education. This article rebuilds on the meaning of multicultural education underlying abundant discussions in the U.S. and argues the available directivity of human right and multicultural education in Korea society. Consequently, human right and multicultural education can improve human right sensitivity to preventing discrimination caused by diverse cultural differences as well as multiculrual competency. Therefore, first, there has to be consideration of diverse factors to generate discrimination. Second, actual right to be educate should be guaranteed to blind spot of human right. Third, it has to consider anti-stereotype education for cultural minority. Fourth, it has to include all students. By applying thess concepts, human right and multicultural education can be understood as the broader and more comprehensive concept than human right education for migrants.
